Contract management services

In the process of awarding  contract management services  for local public transport, both local administrations (regions, provinces and municipalities) and transport companies need to monitor the service provided in order to keep quality and quantity under control of the service, and to verify the trend of the cost of the km produced.

These needs can be satisfied through an advanced software platform that is able to represent the km contractually agreed and to constantly compare them with the km supplied daily by the contractor.

These software platforms also make it possible to estimate the costs for requests for service variations due to the modification of the journeys to be carried out, both for different routes and for different frequency of the journeys, so as to be able to punctually contract the requested variation.

Contract Management

This module defines the PdEC (Contractual zed Operation Plan) or the set consisting of the road graph, the lines, the journeys, the routes and the timetables that the contractor will have to guarantee, in the time frame of the service assignment. The PdEC becomes the data with which to compare the services provided by the contractor at scheduled time intervals: daily, weekly, monthly, yearly. Once the creation is complete, the PdEC is validated and then historicized.

Service

This module defines a new exercise plan PdESc (Scenario Exercise Plan), different from the PdEC, with which to evaluate the impact of a change, addition or elimination of a line, modification of a route, increased frequency of trips in a line, etc. This form can also be used to estimate the costs for participation in a tender for the assignment of a transport service by a carrier.

If a variation is accepted, a new operating plan is created with new validity, subsequent to the original PdEC, which in turn becomes the new comparison term for the service provided.



Dashboard

The Monitoring Dashboard has the purpose of allowing all users, according to their role in the operational processes, to have analysis tools to allow a timely and effective reading of the data starting from a single and certified information base.

The dashboard displays the status of indicators obtained from data analysis for the following types:

• Cheap

• Security

• Diagnostics and infrastructure

• Quality

Compliance verification

The verification of compliance of a PdE (Exercise Programme) with respect to the PdEC takes place through the verification of compliance with contractual deadlines, rules, modification requests, sending communication with the Contracting Authority.

Monitoring consists of a set of reports, both graphical and tabular, in which the performance of the service compared with the PdEC is evaluated. The reports can analyze different time periods and make it possible to monitor the trend of the cost of the service, for the contractor or for the contracting station, the trend of the km supplied, in addition to the performance KPIs required by the contract.

Monitoring

The monitoring module allows the daily verification of the service provided, through a set of indicators represented in reports, both graphical and tabular, in which the performance of the service is evaluated compared with the PdEC. The reports can analyze different time periods and make it possible to monitor the trend of the cost of the service, for the contractor or for the contracting station, the trend of the km supplied, in addition to the performance KPIs required by the contract.

 The comparison takes place through the acquisition of service data from the AVM system, after configuration and parameterization of the "contractual rules" that the assignee must respect throughout the duration of the contract. Another component of this significant module is the management of the Schedule for coding and the  venuearcusa management of all administrative deadlines related to the assignment of the service. Finally, the "Justifications for discrepancies" module allows the contractor to manage the litigation process for discrepancies from the scheduled service, by inserting the justified ones, for the correct recognition of the km of service provided.
